I have the honour to acknowledge

the receipt of your telegram of the 21st

instant enclosing and recommending Mr

O'Brien's application for the Government

of the Windward Islands.

As regards this appointment I have

other arrangements in view which will preclude my considering Mr O'Brien's

claims in connection with it.

aware that he would desire also to be

considered as a candidate for the
