I have the honour to acknowledge the receipt of your telegram of the 21st instant enclosing and recommending Mr O'Brien's application for the Government of the Windward Islands.
As regards this appointment I have other arrangements in view which will preclude my considering Mr O'Brien's claims in connection with it.
I am aware that he would desire also to be considered as a candidate for the Governorship of the Bahamas as Sir A. Shea's usual term of office will shortly expire, but I have decided that it will be for the public advantage to prolong for some little time the tenure of office by the present Governor of the Island and I regret to say I do not see any immediate prospect of being able
