As regards this appointment I have other arrangements in view which will preclude my considering Mr O'Brien's claims in connection with it.

I am aware that he would desire also to be considered as a candidate for the Governorship of the Bahamas as Sir A. Shea's usual term of office will shortly expire, but I have decided that it will be for the public advantage to prolong for some little time the tenure of office by the present Governor of the Island and I regret to say I do not see any immediate prospect of being able
